ROSSI: Well I think that we are seeing the end result of that 40 percent back then. It is part of the isolation of the black community from the rest of society. If your friends and family are also persons Page 15 who do not know of any jobsand they might be looking as wellthen you are out of the network of referrals.

You see, he hadn't gone into the black ghetto of Philadelphia to see how the extremely poor were taken care of there. So maybe the case is that in Birmingham, somehow or another, the blacks take care of their dependent adults in that environment more so than they do in New York. Or maybe there is a black skid row as well as a white one. GIAMO: But that really parallels a lot of people's observation about the black migration to the North after World War II, which helped to uproot some of that group and perhaps set the stage for what we are now seeinghomelessness among the second- and third-generation black ghetto residents.

In terms of homelessness, is it good knowledge? ROSSI: Well, it is hard to say if it is good knowledge. It certainly is more systematic and a little bit more structured in form than some of the other, more mushy ways. GRUNBERG: There is some sort of antieconomist position that some social scientists seem to display. ROSSI: Yes, money is not everything; therefore, money is nothing. GRUNBERG: Perhaps economists offer a perspective that is too simple for the other social scientists to accept. ROSSI: Yes, I know, but simplification helps.
