While this approach remained rooted in the thinking of the Western capitalist world, some features were also shared by the conception of development held by socialist countries of the Eastern bloc. For the latter, the transformation of societies into modern industrial economies by the application of scientific knowledge and the exploitation of nature were central to the development project. The process by which this was to be achieved, however, differed.

The emphasis on Western-style democratic reform may give the illusion of empowering people, but without economic transformation the illusion may not be translated into anything more tangible. The interests it most effectively serves are arguably those of the holders of capital, as this type of political liberalisation creates the conditions in which foreign investment can take place more easily. 1 shows that the alternative approach to development conceptualises democracy in a different way; it calls for a more substantive democracy, based on broad participation which is only possible when access to material resources is not heavily skewed.
