The present section examines the effect of this unprecedented pressure on the central administration. Not surprisingly, given its rudimentary organization and unprofessional ethos, it often spectacularly failed, and soon became the butt of criticism, both from within and outside the service, in some ways carrying the can for the general lack of success in the war until Wellington’s Peninsular campaign. ¹⁵ Although it took most of the war to establish a formula that commanded confidence—and even in the Waterloo campaign the central administration of the medical service did not cover itself in glory¹⁶—the period witnessed the gradual appearance of an organizing authority which really had teeth.

Gibney, on leaving the army after Waterloo, built up his civilian career in Cheltenham, married a Warwickshire lady with West Indian planter connections, and put his son in the army. In later life, was he Irish, English, or British? ⁶⁰ Finally, the book, especially Chapter 6, will throw interesting comparative light on the naval medical corps as an agent of social mobility. Although, as has been noted, constructing a prosopography of naval surgeons during the French wars is a much more difficult task, two of the authors—Brockliss and Moss—have begun to do so, using as their initial source the service registers dating from the early 1830s.
